Cory Booker (D., N.J.) are unveiling a discussion draft of their legislation to end the federal prohibition of marijuana. The senators will detail their plan at a press conference on July 14.
\n
The proposal— known as the Cannabis Administration and Opportunity Act — calls for removing cannabis from the federal list of controlled substances, allowing states to make their own decisions on cannabis. Many states have already moved to legalize recreational or medicinal marijuana use, but it still remains illegal under federal law.
\n
\"By ending the failed federal prohibition of cannabis, the Cannabis Administration and Opportunity Act will ensure that Americans – especially Black and Brown Americans – no longer have to fear arrest or be barred from public housing or federal financial aid for higher education for using cannabis in states where it’s legal,\" reads the discussion draft. \"State-compliant cannabis businesses will finally be treated like other businesses and allowed access to essential financial services, like bank accounts and loans. Medical research will no longer be stifled.\"
\n
Servers prepare drinks for guests in front of three of the 50 cash registers at a VIP Event at Planet 13, which has an over-the-top superstore dispensary in Las Vegas, is opening what's billed as the \"second-largest cannabis superstore in the world\" on June 24, 2021 in Santa Ana, CA. (Gary Coronado / Los Angeles Times via Getty Images)More
\n
The proposal establishes 21 as the minimum age to purchase cannabis and limits retail sales to no more than 10 ounces of cannabis. It calls for federal agencies to research the impacts of cannabis use, legalization and cannabis-impaired driving — including research to establish an impairment standard for driving under the influence of cannabis.
\n
The Democratic trio has been working on the legislation for months. In an interview withYahoo Financeshortly after they announced their plan to work on the proposal, Sen. Wyden said Congress should \"finally recognize that the War on Drugs has failed.\"
\n
The plan would require expungement of federal non-violent cannabis convictions and encourage state and local governments to do the same. It would keep people from being denied federal benefits — such as housing or federal financial aid — because of cannabis use or possession. People who are not U.S. citizens could not be denied benefits or protection under immigration laws.
\n
The plan would also create new grant programs to fund nonprofits that help people who have been \"adversely impacted by the War on Drugs.\" It would make loans available to small businesses in the cannabis industry and help states and localities implement cannabis licensing programs.
\n
People congregate on Union Square for Annual Cannabis rally to celebrate legalization of recreational marijuana in New York State. (Photo by Lev Radin/Pacific Press/LightRocket via Getty Images)MoreExcise taxes
\n
The plan would impose an excise tax on cannabis products, similar to how the government taxes alcohol and tobacco. The general tax rate would be 10% for the year it's enacted and the full year after. It would gradually rise each year to 25%. Starting in the fifth year, the Treasury Secretary would set a rate based on quantity sold or milligrams of THC. Rates would be based on prevailing price of cannabis sold in the U.S. the prior year.
\n
Cannabis producers with less than $20 million in sales annually would be eligible for a tax credit to reduce their rate by 50%.
\n
\"When you can legalize something like this — where millions of millions of Americans have already voted that way — that can be a real plus for the economy. Certainly it can be a real plus for small businesses, for communities of color,\" said Wyden in an interview with Yahoo Finance in February.
\n
Cannabis Administration and Opportunity Act, Sens. Booker, Wyden, and Schumer
\n
President Joe Biden backed decriminalization of marijuana on the campaign trail, but the White House has not backed legalization efforts. Ron Wyden (D., Oreg.) and Sen. Cory Booker (D., N.J.) are unveiling a discussion draft of their legislation to end the federal prohibition of marijuana. The senators will detail their plan at a press conference on July 14.\nThe proposal— known as the Cannabis Administration and Opportunity Act — calls for removing cannabis from the federal list of controlled substances, allowing states to make their own decisions on cannabis. Many states have already moved to legalize recreational or medicinal marijuana use, but it still remains illegal under federal law.\n\"By ending the failed federal prohibition of cannabis, the Cannabis Administration and Opportunity Act will ensure that Americans – especially Black and Brown Americans – no longer have to fear arrest or be barred from public housing or federal financial aid for higher education for using cannabis in states where it’s legal,\" reads the discussion draft. \"State-compliant cannabis businesses will finally be treated like other businesses and allowed access to essential financial services, like bank accounts and loans. Medical research will no longer be stifled.\"\nServers prepare drinks for guests in front of three of the 50 cash registers at a VIP Event at Planet 13, which has an over-the-top superstore dispensary in Las Vegas, is opening what's billed as the \"second-largest cannabis superstore in the world\" on June 24, 2021 in Santa Ana, CA. (Gary Coronado / Los Angeles Times via Getty Images)More\nThe proposal establishes 21 as the minimum age to purchase cannabis and limits retail sales to no more than 10 ounces of cannabis. It calls for federal agencies to research the impacts of cannabis use, legalization and cannabis-impaired driving — including research to establish an impairment standard for driving under the influence of cannabis.\nThe Democratic trio has been working on the legislation for months. In an interview withYahoo Financeshortly after they announced their plan to work on the proposal, Sen. Wyden said Congress should \"finally recognize that the War on Drugs has failed.\"\nThe plan would require expungement of federal non-violent cannabis convictions and encourage state and local governments to do the same. It would keep people from being denied federal benefits — such as housing or federal financial aid — because of cannabis use or possession. People who are not U.S. citizens could not be denied benefits or protection under immigration laws.\nThe plan would also create new grant programs to fund nonprofits that help people who have been \"adversely impacted by the War on Drugs.\" It would make loans available to small businesses in the cannabis industry and help states and localities implement cannabis licensing programs.\nPeople congregate on Union Square for Annual Cannabis rally to celebrate legalization of recreational marijuana in New York State. There was free distribution of joints for those who showed vaccination proof as well as signing up. (Photo by Lev Radin/Pacific Press/LightRocket via Getty Images)MoreExcise taxes\nThe plan would impose an excise tax on cannabis products, similar to how the government taxes alcohol and tobacco. The general tax rate would be 10% for the year it's enacted and the full year after. It would gradually rise each year to 25%. Starting in the fifth year, the Treasury Secretary would set a rate based on quantity sold or milligrams of THC. Rates would be based on prevailing price of cannabis sold in the U.S. the prior year.\nCannabis producers with less than $20 million in sales annually would be eligible for a tax credit to reduce their rate by 50%.\n\"When you can legalize something like this — where millions of millions of Americans have already voted that way — that can be a real plus for the economy. Certainly it can be a real plus for small businesses, for communities of color,\" said Wyden in an interview with Yahoo Finance in February.\nCannabis Administration and Opportunity Act, Sens. Booker, Wyden, and Schumer\nPresident Joe Biden backed decriminalization of marijuana on the campaign trail, but the White House has not backed legalization efforts. In December, the Housepassed the MORE Act— which would remove marijuana from the controlled substance list and create restorative justice programs. Earlier this year, Rep. Jerry Nadler (D., N.Y.)reintroducedthe legislation.\nThe senators are asking for input on the proposal by Sept. 1, so they can consider feedback before crafting the final bill. The proposal faces a difficult vote in the evenly-divided Senate.","news_type":1},"isVote":1,"tweetType":1,"viewCount":284,"authorTweetTopStatus":1,"verified":2,"comments":[],"imageCount":0,"langContent":"EN","totalScore":0}],"hots":[{"id":833425959,"gmtCreate":1629256932871,"gmtModify":1631891271684,"author":{"id":"4089265076518760","authorId":"4089265076518760","name":"60726001","avatar":"https://static.laohu8.com/default-avatar.jpg","crmLevel":2,"crmLevelSwitch":0,"followedFlag":false,"idStr":"4089265076518760","authorIdStr":"4089265076518760"},"themes":[],"htmlText":"hope things will turn better","listText":"hope things will turn better","text":"hope things will turn better","images":[],"top":1,"highlighted":1,"essential":1,"paper":1,"likeSize":12,"commentSize":3,"repostSize":0,"link":"https://laohu8.com/post/833425959","repostId":"2160880977","repostType":4,"isVote":1,"tweetType":1,"viewCount":902,"authorTweetTopStatus":1,"verified":2,"comments":[],"imageCount":0,"langContent":"EN","totalScore":0},{"id":170046370,"gmtCreate":1626397204890,"gmtModify":1631891271705,"author":{"id":"4089265076518760","authorId":"4089265076518760","name":"60726001","avatar":"https://static.laohu8.com/default-avatar.jpg","crmLevel":2,"crmLevelSwitch":0,"followedFlag":false,"idStr":"4089265076518760","authorIdStr":"4089265076518760"},"themes":[],"htmlText":"Good read. Up 1.5% as of 12:45 p.m. EDT today, theNasdaqis actuallyupslightly on the week after a big roller coaster ride.
\n
Many investors follow the Dow Jones Industrial Average more closely than the Nasdaq. Just six stocks out of 30 Dow components are listed on the Nasdaq, but they include some of the biggest tech companies on the planet. Nevertheless, one recent move could make it more likely that the Dow will replace one of its older Nasdaq stocks in favor of a newer and much larger rival. Below, we'll look at Nvidia(NASDAQ:NVDA)to see if it's ready to join the Dow and replace its competitor Intel(NASDAQ:INTC).
\n
Making the case for Nvidia
\n
Back when Intel joined the Dow in the late 1990s, it was the undisputed powerhouse of the chip industry. Its groundbreaking x86 microprocessor designs had become the standard for personal computers, and the tech boom had put PCs on the cutting edge of innovation.
\n
Today, though, Intel has fallen behind, while Nvidia has moved forward with innovations of its own. The latter's graphics processing units have become favorites not only among video gamers but also for those requiring their superior processing power for other applications, such as cryptocurrency mining. As a result, Nvidia's market capitalization is now roughly twice that of Intel.
\n
Nvidia never would have been able to be considered for the Dow when its stock price was above $800 per share. That's because the Dow is a price-weighted index. Nvidia would instantly have had more than twice the influence of any other single stock in the average, making it a nonstarter as a potential addition to the Dow.
\n
Now, though,Nvidia's 4-for-1 stock splithas finally taken effect. As a result, the stock's price has moved to around $185. That's a perfect amount for a new Dow component to take its place within the average.
\n
Intel has no Dow influence anyway
\n
Some will inevitably argue that Intel is still an extremely strong player in technology and doesn't deserve to lose its place in the Dow. Intel has been able to sustain its track record in areas like data servers, and it still plays a big role in the PC industry.
\n
Yet where it has fallen behind is in chips for mobile devices. Nvidia and others took the lead in that market, andNvidia's proposed acquisition of ARM Holdingswould give it a big leg up not only on Intel but also the rest of the semiconductor industry.
\n
Also, from a Dow standpoint, Intel has almost no influence over the average anyway. Up 1.5% as of 12:45 p.m. EDT today, theNasdaqis actuallyupslightly on the week after a big roller coaster ride.\nMany investors follow the Dow Jones Industrial Average more closely than the Nasdaq. Just six stocks out of 30 Dow components are listed on the Nasdaq, but they include some of the biggest tech companies on the planet. Nevertheless, one recent move could make it more likely that the Dow will replace one of its older Nasdaq stocks in favor of a newer and much larger rival. Below, we'll look at Nvidia(NASDAQ:NVDA)to see if it's ready to join the Dow and replace its competitor Intel(NASDAQ:INTC).\nMaking the case for Nvidia\nBack when Intel joined the Dow in the late 1990s, it was the undisputed powerhouse of the chip industry. Its groundbreaking x86 microprocessor designs had become the standard for personal computers, and the tech boom had put PCs on the cutting edge of innovation.\nToday, though, Intel has fallen behind, while Nvidia has moved forward with innovations of its own. The latter's graphics processing units have become favorites not only among video gamers but also for those requiring their superior processing power for other applications, such as cryptocurrency mining. As a result, Nvidia's market capitalization is now roughly twice that of Intel.\nNvidia never would have been able to be considered for the Dow when its stock price was above $800 per share. That's because the Dow is a price-weighted index. Nvidia would instantly have had more than twice the influence of any other single stock in the average, making it a nonstarter as a potential addition to the Dow.\nNow, though,Nvidia's 4-for-1 stock splithas finally taken effect. As a result, the stock's price has moved to around $185. That's a perfect amount for a new Dow component to take its place within the average.\nIntel has no Dow influence anyway\nSome will inevitably argue that Intel is still an extremely strong player in technology and doesn't deserve to lose its place in the Dow. Intel has been able to sustain its track record in areas like data servers, and it still plays a big role in the PC industry.\nYet where it has fallen behind is in chips for mobile devices. Nvidia and others took the lead in that market, andNvidia's proposed acquisition of ARM Holdingswould give it a big leg up not only on Intel but also the rest of the semiconductor industry.\nAlso, from a Dow standpoint, Intel has almost no influence over the average anyway. Its share price of $55 makes it the third-least-influential stock of the Dow 30, with a weighting of barely 1%. Nvidia would fall in the middle of the Dow pack, with roughly 3% to 3.5% weight.\nComing soon?\nThe managers of the Dow have been busy, making changes to seven Dow components on five separate occasions in the past four years. It's definitely possible that they'll move again if they see Intel as having lost the semiconductor wars.\nJoining the Dow would be a mark of distinction for Nvidia. But even if it doesn't happen, investors can take heart in the fact that the GPU giant has already proved its superiority over Intel.","news_type":1},"isVote":1,"tweetType":1,"viewCount":623,"authorTweetTopStatus":1,"verified":2,"comments":[],"imageCount":0,"langContent":"EN","totalScore":0},{"id":144057759,"gmtCreate":1626256402671,"gmtModify":1631891271710,"author":{"id":"4089265076518760","authorId":"4089265076518760","name":"60726001","avatar":"https://static.laohu8.com/default-avatar.jpg","crmLevel":2,"crmLevelSwitch":0,"followedFlag":false,"idStr":"4089265076518760","authorIdStr":"4089265076518760"},"themes":[],"htmlText":"Like","listText":"Like","text":"Like","images":[],"top":1,"highlighted":1,"essential":1,"paper":1,"likeSize":3,"commentSize":0,"repostSize":0,"link":"https://laohu8.com/post/144057759","repostId":"1167784472","repostType":4,"repost":{"id":"1167784472","kind":"news","pubTimestamp":1626251389,"share":"https://www.laohu8.com/m/news/1167784472?lang=&edition=full","pubTime":"2021-07-14 16:29","market":"us","language":"en","title":"Why Two Harbors Stock Was All Wet","url":"https://stock-news.laohu8.com/highlight/detail?id=1167784472","media":"fool","summary":"What happened\nTuesday was a particularly damp and soggy day for Two Harbors Investment(NYSE:TWO).
